Windows 10 desktop app with Aero Glass-like blur

This sample works on Windows 10, up to Fall Creators Update (Redstone 3).

This sample code will not function on later builds of Redstone 4. See https://github.com/riverar/sample-win32-acrylicblur for updated code.
