Squashed initial history to reduce bloat before we start using the repo

Original commit messages before squashing:
- Upload initial MPF data JSONs for testing
- Update the MPF data, as generated by the newest ENT-12098 commit
- Update the downloadable files MPF data, as generated by the newest ENT-12098 commit
- Update the downloadable files MPF data, as generated by the newest ENT-12098 commit
- Update the downloadable files to use the new post-ENT-12486 format
- Correct wrong ordering in `files.json`
- Added some basic instructions for how to use cfbs generate-release-information
- Added release information after 3.25.0, 3.24.1, and 3.21.6
- .gitignore: Added downloaded_masterfiles to gitignore
  cfbs generate-release-information downloads files to this folder name
  in the current working directory. Since we never want to commit this
  just ignore it, regardless of where.
- Removed git-based files
  These files and the option which generates them can be used as an
  additional consistency check, but we don't need them committed here.
