Overview
Publishes a 1.6 release update by adding new CHANGELOG.md and replacing readme.txt with a GitHub-friendly README.md (including updated object-cache backend wording).

Updates plugin/composer metadata for the Be API fork (Plugin URI, author, composer.json package name/description) and refreshes composer.lock (notably phpstan/phpstan patch bump). Also tightens the batcache.php early-exit guard to verify $wp_object_cache is set and an object before calling method_exists().
