Adds SiK Radio Tools to the WebTools hub: a client-side SiK telemetry radio configurator using the Web Serial API (Chromium desktop). Users connect a radio over USB; parameters, terminal, firmware .hex flash, profiles, and diagnostics run entirely in the browser. No data is uploaded to a server.

Changes
New directory SiKRadioTools/ containing static build: index.html + dist/ (compiled JS/CSS, assets).
images/SiKRadioTools_Icon.png/ hub tile image.
Root index.html: new table row linking to ./SiKRadioTools with title and description (Web Serial, client-side, SiK radios).
Basic Functionality checks completed, including:
Connected Holybro 900 mhz telem radio, 3DR 900 Mhz Telem Ground radio, 3DR 433mhz telem ground radio
load/save parameters.
Change and Save Values, Disconnect, Reconnect, Re-load, and verify changed settings.
