enhancement(mcp): allow agents to change notebook cell type

Reported during the March 13, 2026 nteract bug bash.

## Current limitation
Agents do not currently have a way to change a notebook cell's type.

## Requested improvement
Expose cell-type changes through the MCP flow so an agent can switch between code, markdown, and any other supported cell types when editing a notebook.
