bug(mcp): agent-created notebooks can use UV when Conda was requested

Reported during the March 13, 2026 nteract bug bash.

Current behavior

When a user asked Claude to create a new notebook when their settings said Conda, the agent used UV instead.

Expected behavior

If the requested environment type is Conda, the created notebook should use Conda rather than silently defaulting to UV.

Notes

This may be an MCP prompt / tool-selection bug, but from the user's perspective their settings choice is not being honored.
