bug(notebook): creating a new cell does not scroll it into view

Reported during the March 13, 2026 nteract bug bash.

Current behavior

When a user creates a new cell, the notebook does not automatically scroll to the new cell.

Expected behavior

The newly created cell should be brought into view and focused so the user can continue typing immediately.
