[BUG] GCP Instance being moved to more expensive region

Summary of the bug

The options selected during launchable creation do not apply properly. I.E. I select a GCP CPU instance that costs 0.07 for the vm and 0.01 for storage. I end up with a USA datacenter location that charges me 0.12 per hour for the vm instead.

Steps to reproduce

Start a launchable
Select the 0.07 vm from GCP with 80 GB storage
Create launchable
Lauanchable page will show you in a 0.12 vm

Expected vs actual behavior

It should allow me to deploy to the vm tier I selected
