Update repos to Node 22.x

Update each repo to Node 22.x and add 24.x to CI. Merge all open dependency PRs.

• Temporarily removing build 20 from /settings/rules/ruleSets Default_Rulesets. Only kept node 22. (except rdflib)
• added back build 24 after merge to main

The PR linkeddata/rdflib.js#770 appears to include Dependabot auto-merge and a switch from npm to OIDC publishing in addition to the Node update.

It may be easier to review if the CI/publishing changes were split into a separate PR from the Node version update.

And for SolidOS repos, I decided we do the updates on the same branch. From prevous updates we know it is very unlikely that something breaks. And verifying what changes can be seen in commits.
